The situation in West Papua is explosive. New reports showed
that the number of armed clashes between Indonesian security forces and armed pro-independence groups has increased significantly since 2018, resulting in at least 60.000 to 100.000 people becoming internally displaced (IDPs). Many also fled to Papua New Guinea. Villages in conflict areas such as Intan Jaya, Puncak Jaya, Jahukimo have been abandoned.
UN MONITORING
On July 4th 2023, the UN Special Adviser to the Secretary- General on the Prevention of Genocide, in her opening remarks during the 22nd Meeting of the 53rd Regular Session of the Human Rights Council in Geneva, expressed concerns regarding the human rights situation in the easternmost provinces in Indonesia. She highlighted the harassment, arbitrary arrest, and detention of Papuans, which had led to the appropriation of customary land in West Papua. The Bureau of Democracy, Human Rights and Labor of the US Department of State published a new report on the human rights situation in Indonesia throughout 2022. The report emphasizes credible accounts of serious human rights abuses in the Papua provinces. During the Universal Periodic Review (UPR) in November 2022, an international working group of the UN Human Rights Council performed the fourth cycle of Indonesia’s Universal Periodic Review, eight countries – USA, Australia, Netherlands, Slovenia, Vanuatu and Marshall Islands - expressed their concern about the situation in West Papua. Despite the concerns and reports, Indonesia has not granted the UN High Commissioner for Human Rights request to visit West Papua.
